I always use distilled water for decaling. Try a drop of dish washing detergent in the water for the large decals or us the Microscale system. For the wheel wells, I just let them overhang until everything is located properly, let them dry about halfway, then make a series of slits and use LOTS of Solvaset to roll them under.
