If you've got any old camera film canisters, they make a great tools for shaping your opened -up wheel openings. It's difficult to get a nice smooth curve whether you're grinding out or building up with filler. Wrap sandpaper around the canister and get to it. If you are old like me, you may very well have these around.

The 35mm canister - on the left - is perfectly round for a nice 'modified' style cut, but for more common elliptical openings, I prefer the oval-shaped APS film canister - at right.

Here is the APS canister in action. The narrower end gets into the tighter areas, and, like a French Curve (anybody know what that is?), it can follow the desired path of curve you are shaping.
